Scope of Position: Under general direction, performs a variety of professional level environmental planning functions and analysis for projects related to Sound Transit?s light rail, commuter rail, and bus service projects; ensures environmental compliance of Sound Transit?s projects through various stages of environmental review including project development, final design, permitting, construction, and operations; manages and coordinates assigned projects and contracts; develops scopes of work and schedules; and interacts with a variety staff members, consultants, the public and other agencies to complete projects or tasks.

Essential Functions:
The following reflects a representation of a position?s essential functions. It does not proscribe or restrict the tasks that may be assigned as needed.

? Coordinates and oversees the environmental review for Sound Transit projects to ensure that the Agency complies with local, state, and federal environmental regulations; supports large projects by taking lead roles on selected issues including Section 106 historic/cultural resources, Section 4(f) park, recreation, and historic resources, ecosystems, water, noise, air quality, visual quality, land use, acquisitions, economics, neighborhoods, and other resources as assigned; facilitates and coordinates with internal staff and outside stakeholders; provides information, solicits input, and presents Agency?s perspective or position; communicates with a range of internal and external stakeholders, researches and analyzes information, issues, environmental regulations and policies; processes and documents public and third party comments; coordinates the distribution and notification for environmental documents; maintains the Agency?s Administrative Record and documentation for projects; coordinates and administers environmental review for smaller projects.
? Obtains environmental compliance approvals from federal, state, and local agencies under NEPA (National Environmental Policy Act), SEPA (State Environmental Policy Act), and related laws and regulations. May include approvals for NEPA and/or SEPA Environmental Impact Statements (EIS), NEPA Environmental Assessments (EA); NEPA Documented Categorical Exclusions (DCE) and Reevaluations; and SEPA Addendums.
? Provides support during environmental permitting and Endangered Species Act (ESA) compliance processes; oversees environmental permitting and ESA compliance for smaller projects. Provides support in obtaining required federal, state, and local environmental permits such as Section 404 and Section 10 Corps permits; WDFW Hydraulic Project Approval (HPA) Permits; Ecology Section 401 and National Pollution Discharge Elimination System (NPDES) Permits; Shoreline Substantial Development Permits; etc.
? Reviews, analyzes, and submits the Agencys environmental commitments including quarterly monitoring and tracking reports for projects to the federal lead agency; ensures that the Agency is meeting its environmental commitments; supports the Agency in the implementation of its environmental commitments; reviews and ensures that project?s contract specifications and drawings include the appropriate environmental commitments; supports construction permitting process for projects, including Master Use Permit (MUP), noise variance, etc.; and reviews real property acquisitions for consistency with environmental documents, as needed.
? Coordinates, oversees, and monitors consultant contracts for work to support environmental documentation and permitting phases of project. Consultant contract management includes developing scopes, schedules, and budgets and assuring contract compliance on assigned projects.
? Provides support for other Division activities including reviewing project designs, supporting environmental compliance work; preparing and reviewing materials to support Sound Transit Board actions; and conducting research and analysis of environmental regulations.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelors Degree in urban planning, environmental studies, environmental science, land use, biology, or closely related field and two years of experience with environmental planning, environmental permitting, and project management, preferably in the transit/transportation industry with public or private sector agencies/firms; OR an equivalent combination of education and experience.

Required Licenses or Certifications:
Possession of a valid Washington State Drivers License.

Required Knowledge of:
? Operations, services, and activities of an environmental planning program.
? Local, state, and federal environmental laws and regulations.
? Industry practices, policies and procedures as they relate to environmental compliance and permitting.
? Current trends in the area of environmental planning.
? Federal, state, and local transportation planning requirements.
? Project management techniques and principles.
? Principles of business letter writing and basic report preparation.
? Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

Required Skill in:
? Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
? Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
? Interpreting and applying state and federal environmental laws, regulations, and industry practices, policies and procedures as they relate to environmental issues.
? Analyzing and synthesizing information in a concise manner and making recommendations on strategies to resolve issues.
? Applying contract management techniques including oversight of scope, quality, schedule, and costs.
? Preparing and analyzing complex data and comprehensive reports and communicating to a broad range of audience, as appropriate.
? Applying project management techniques and principles.

Physical Demands / Work Environment:
Work is generally performed in a standard office environment. Some field work to project sites is required.
